In 1970 the Ministry of State for Urban Affairs was caused to help with some of the problems created by such expansion. Attractive solutions, financed either privately or through various government agencies, show how deteriorating inner cities are being rejuvenated; land is being recovered for new uses; harbours have been converted into 'people' areas. "
